India has stripped out one of the most confusing paperwork steps in the Overseas Citizen of India (OCI) application process, and moved the entire system to a digital-only card. If you or a family member holds foreign citizenship and wants OCI status, the process just changed twice in one year.
What happened
Effective July 17, 2026, the Bureau of Immigration removed the mandatory Registration Certificate (RC) and Residency Permit (RP) requirement for OCI applications filed from within India, according to NRI Affairs. In its place, applicants must hold a valid long-duration visa with at least three months' validity remaining on the date they physically submit their application at the Foreigners Regional Registration Office (FRRO) — E-3 visas are excluded from eligibility.
This follows two other 2026 changes: in April, the Bureau of Immigration dropped the requirement that applicants complete six months of continuous stay in India before applying, per NRI Affairs, and on June 30, 2026, India launched the e-OCI system, which issues successful applicants a digitally signed PDF card by email — addable to Apple Wallet or Google Wallet — instead of a physical booklet. The standard fresh OCI application fee remains Rs 15,000 (or USD 275 equivalent outside India), and the Ministry has targeted roughly 15 business days for e-OCI processing under the new digital system, per IndianEagle.
Why it matters
OCI status lets foreign-passport holders of Indian origin live, work and travel to India without a separate visa for each trip — a huge convenience for the Indian diaspora. The old process required in-person document collection (RC/RP) that varied by jurisdiction and tripped up applicants who'd only recently arrived in India or held visas that didn't neatly map to the paperwork categories. Removing that step, plus digitising the card itself, cuts a genuine source of delay and confusion for people applying while physically in India rather than through an Indian mission abroad.
